The rapid changes for the progress of the
Meycauayan College could be attributed to a man whose vision
about the school is beyond the ordinary achievable mark. His
remarkable achievements are witnesses that could attest to the
present condition enjoyed both by the faculty and the studentry.

He assumed his educational responsibilities as Chairman of the Board of Trustees in 1991 after leaving the 45 years of medical services which ended up as the Director of the National Orthopedic Hospital. He has received several plaques and commendations for outstanding performance in various capacities as medical practitioner and administrator in both private and government services.
His professional career was also spent
abroad. He had traveled in different countries in Asia and in
Europe. Looking back, he is the son of Mr. Julian M. Locsin and
Mrs. Matilde Ballesteros. He was primarily educated at Daraga
Elementary School and Albay High School. He moved to Manila and
obtained his Doctor of Medicine Degree with specialization in
Bone Surgery from the University of Sto. Tomas.
Meeting one of the pretty lasses of Meycauayan, Luz Hermoso, he
frequented the town not knowing that someday, he will be staying
for good. Luz Hermoso was the former treasurer of the Meycauayan
College (Meycauayan Institute before). When he retired from
duty, he readily accepted the position alien to him, not only
for the love of the wife but also for the challenge of a new
responsibility. He became the Chairman of the Board of Trustees.
He immediately improved facilities and enhanced the full
educational system of the college by computerizing departments
and offices and providing better facilities.
To his credit, the school owed the renovation of the fully
air-conditioned libraries and offices; the establishments of the
solemn yet air-conditioned chapel (Bahay Dalanginan ni San Jose)
and the covered gymnasium, that can carry a capacity of
thousands spectators. The man who never tires to dream and
realize that dream for Meycauayan College and its community is
the Honorable Chairman of the Board of Trustees and its
Executive Officer, Dr. Jose R. Locsin, a native of Bicol and the
adopted son and leader of Meycauayan educational system.
'A Compilation of Chairman’s
Reports' was conceived to serve the following purposes:
1. To bring out an evidence of legacy of the worthy endeavor in life and profession of a leader who dreamt and pursued a sound management of the school.
2. To create an insight to the readers of the growth and development of Meycauayan College in terms of aspects like: physical, economic, financial, academic, moral and spiritual development. The many sides of MC as an institution of learning have been revealed as to how it has emerged to realize the goals of its fore founders.
3. To make a clear perception of the realization of the vision and mission of the school by means of looking at the products of hard work and perseverance of the people behind its operation. This book communicates the promise of a better education for the youth. Likewise, this book is in itself a record of historical development of Meycauayan College.
The cover design conceptualizes the dynamics of involvement and commitment of the author as revealed by the pictures taken from various occasions of his life ventures. It is bearing an inspiring line lifted from one of his messages addressed on a significant occasion, his message that was delivered during the Vision-Mission Seminar in Tagaytay City. The color theme is conforming to the official color of the school, green with a little touch of gold. The next pages will be about the sounding proof of evidence that Meycauayan College is really engaged in a continuous battle of meeting the challenges of times.
